1969年生，山东济南人。先后毕业于山东大学和中国社会科学院研究院，分别获得经济学学士、硕士和博士学位。1999-2001年在中国社会科学院工业经济研究所流动站从事博士后工作。
现任中国社会科学院工业经济研究所资源与环境研究室主任，研究员。中国社会科学院研究生院教授，博士生导师。中国社会科学院创新工程项目首席研究员，中国社会科学院工业经济研究所“未来产业研究组”召集人。入选国家“百千万人才工程”，被授予“有突出贡献中青年专家”。兼任中国社会科学院西部研究中心副主任，中国自然资源学会矿产资源专业委员会副主任，商务部“全球价值链专家工作组”专家，工业与信息化部“绿色制造联盟”理事，中南大学商学院兼职教授。
主要研究领域为产业经济学、资源与环境经济学、开放经济与国际贸易。主持国家社会科学基金重大项目等国家级、省部级、国际合作课题等科研项目20余项，参与国家“973”重大专项课题等研究项目60余项，出版专著10部，在国内外权威和核心期刊发表中英文学术论文百余篇。出访美国、英国、荷兰、法国、日本、澳大利亚、意大利、瑞典、挪威、瑞士、加拿大、泰国、越南等国家和地区。相关研究成果多次获得中央领导同志肯定性批示，荣获国家图书奖、“五个一工程奖”、“中国社会科学院优秀科研成果奖”、“中国社会科学院优秀对策信息奖”等科研奖项十余项。
